Hi Randall,Thanks for your contribution to the discussion forum. Your post is very informative and I like how you have explained the role of General Schedule (GS). The private sector has become increasingly attractive to qualified and most experienced workforce. However, the public sector also has some competitive incentives. Job security is a major incentive also. More importantly, policies have been set to reduce employee turnover rate within the public sector. Financial incentives too can be used to attract the most skilled workers. Nevertheless, there is more that we can address on GE. For example the pay structure of the executive schedule, qualifications needed for a person to be categorized under executive schedule etc.Thanks…
