The first stage is systems planning, and this is where feasibility studies are usually conducted. The city of Denver did have someone conduct a feasibility study, and they did say the project was not feasible. Based on the project timeline provided, it seems like the city of Denver skipped the systems analysis and went straight to designing. They ignored the feasibility study and had their design in mind for the baggage system. Implementation and testing are typically the next stage. As the city of Denver faced scope creep and continued to ignore critiques, their design failed. It ended up being too costly and not time efficient.
