A historical trace of the events that shaped how the police communicate with the public show a force that has been forced to change from authoritative to collaborative approach as attempts are made to build trust instead of distrust. Potter (2013) in tracing the history of the police in the United States reports that the first police organizations were bureaucratic and based on traditional power relationships. Under such relationships, communications with the public was rare as the police determined the flow of information. These initial police institutions like the municipal police and state police departments in the 19thCentury cared more about communicating and enforcing what was required of them by the elite without public participation.
