Unions represent interests that are outside of government, second they focus on influencing government policies and thirdly they are often backed by electoral clout (Berry & Wilcox, 2018). Unions are interest groups of major importance but represent interests that arise inside government for the purpose of influencing government itself. The core interest of unions in the Department of Health and Human Services is the job interests of their members and formal collective bargaining negotiations with the management. When unions perform these legitimate roles they are backed by an implicit threat to take to strike action or other coordinated actions such as sickouts and slowdowns. However unions in the Department of Health and Human Services have another avenue apart from collective bargaining. The other avenue is through politics where the union can make endorsements, make campaign contributions, generate publicity and engage in lobbying activities (Berry & Wilcox, 2018).
