There are also some underlying needs such as mental health, substance abuse, and career services ( https://www.rockfordrescuemission.org ). Mike Bacon from the Northern Illinois Homeless Coalition identified three unmet needs for the homeless community in Rockford: transportation services, career services, and a central resource center ( personal communication ).
