Ecological safety is a state of protection of the biosphere and human society. The concept of environmental safety includes a system of regulation and management that makes it impossible to predict and, in the event of the occurrence, to eliminate the development of emergencies (O'Sullivan, 2015). Environmental safety is implemented at the global, regional and local levels. The global level of environmental safety management involves forecasting and monitoring processes in the state of the biosphere as a whole and its constituent areas.
