2. Committing a crime and not being arrested does not necessarily make a person a criminal as per the law. But, at an individual level that person is definitely a criminal, as that person has committed a crime. If the act of crime cannot be proved then the person cannot be termed as a criminal. For example if a person committed a murder and legally if it is not proved that the murder was not committed by him, then he cant be termed as a criminal. In most of the criminal cases inspite of the criminal being convicted and kept under custody does not state that the person is a criminal and the case may go on for long time, and at the end proving the criminal clean will show that the person is not a criminal. 3. Every country is governed by some laws and the citizens of those countries have to abide by those rules, laws and regulations. If the people of that country break those rules and laws, then they can be cant be termed as criminals all the time, but maybe as lawbreakers, or if they committed a criminal offence like committing a murder or rape
