The greater percentage of consumers of the drug is youths between the age of 18 and 25. About half of residents are believed to have tasted marijuana at least once in their life time. Smoking is by far the most common method of use. Marijuana possession accounts for more than half of the total arrests made in the state. This has led to congestion in the correctional facilities. Nevertheless, there is a steady increase in consumption. Research has indicated that about three thirds of the arrests are made on the people of color. The trend is the same even in states that have legalized small quantities of the substance. This research aims to convince the law makers to decriminalize marijuana and allocate more resource on rehabilitation.
