Traditionally, the military used either lethal or non-lethal actions on priority targets depending on the desired objectives of the joint force commander (Green &Waters, 2015). However, different approaches to targeting such as the new Cognitive Model and Air Force Future Operating Concept have emerged. The two new concepts have brought a new perspective to targeting approach. While they are different in relation to development and intention, both the new Cognitive Model and Air Force Future Operating Concept share numerous similarities. The primary similarity is that both concepts focus on holistic joint approach to achieving targeting success.The new Cognitive Model opposes the concept that emphasizes on lethal and non-lethal approaches to targeting (Bilas et al., 2014). The model strongly indicates that lethal and non-lethal approaches are confusing and could lead to decrease in efficiency and effectiveness due to effort duality.
