In this paper we will discuss the role of a stability fund to help states reduce premium costs for those with pre-existing conditions. The proposal to for a stability fund to help States reduce premium costs for those with pre-existing conditions involves creating a fund to which funds would be allocated for three purposes. The first purpose is to help offset consumer premiums in high risk pools. High-risk pools are groups of individuals or segments of society that are perceived as having more than proportionate insurance risk.
