According to Madison as cited in the Federalist 51 the United States consist of two houses in order to foster responsibility and accountability to the people. The two houses are the House of Representatives and the Senate. The structure of the house is outlined in article 1 of the constitution. It comprises 435 members with two-year terms chosen from districts depending on the population with its main functions being to pass state regulations that impact the entire nation, instituting income schedules revenue, inculpating executives and choosing the president if their lacks a quorum in the Electoral College. On the other hand, the senate comprises of 100 elected members two from each state with a six- year term regardless of the population with its main functions being approving appointments and scrutinizing the laws as well as judging national executives impeached by the house. The separation of powers between the two houses is most important aspect. Especially power to impeach and enact laws in the house but must require approval of the senate to be law.
