Factors for consideration, in this case, include the scale of the attack, the geographical area covered by the attacks, the number of deaths and injuries and the potential of future attacks in other regions. At what point should the potential of establishing an investigative task force be considered?The task force should be considered as early as possible. According to Murphy et al (2004), making the decision to form a task force too late may create the impression that the department has failed in its duties. From the initial assessment of the incidence, it is clear that the investigation would require special skills and additional resources beyond what the country can access from within.
