EPA (Environmental Protection Agency) first proposed the policy in June 2014. The objective of the policy was to combat air pollution and global climate change by reducing Carbon Dioxide by 18%. The policy specifically focused on electricity generation, which accounts for 40% of U.S Carbon Dioxide emissions (Fowlie, et al., 2014).
