Barriers/Pitfalls to Public Sector Planning1. The public sector is very complex and involves many issues, people and environments hence while planning it becomes very difficult to take a whole and concerted view of all the elements. This leads to pitfalls which are neither seen nor expected to arise in public sector planning.2 The national school lunch program was a federal program aimed at giving nutritious food to school children. The political environment and the active lobbying of the politicians have seen that this very necessary program has been eroded of its goal. The school lunch program gets heavy subsidies from the USDA ad the policy makers. Hence the political forces at play are affecting the school lunch policy. Seen as a very sensitive issue, political moves have always been directed at highlighting changes in this very critical program and vote bank. Hence every time the political process has changed, the school lunch program has also been tweaked to suit the political environment. It is a three tier administrative body.3. The three biases that could be critical in any human decision making process are prevention, preparation, and containment. These arise in the planning and control process and have to be identified
