For the last 20 years, the United States and local governments have practically faced off from rehabilitation programs thought of as too soft on crime and embarked on an ambitious objective of locking up as many criminals as possible in the prison facilities. The fact that more criminals are being-locked up in large numbers as possible at both federal government and county government is a clear indication that truth-in-sentencing laws do not deter crime. They instead motivate more offenders to commit crime because they believe that they will get immunity in the justice system and receive and early release. For example, in New York and many other states that apply the truth-in-sentencing laws and policies, the policies instead of helping in reducing crime, have instead produced a combination of large-scale prison and overcrowding without any significant reduction in crime rate in the United States.
