Effective project management skills in the workforce decide the success of the organization. It is strategic competency which helps in delivering the expected results, with the help of effective planning, organizing and controlling techniques. These skills were lacking in the NASA workers because during the year 2010, when the shuttle program was discontinued, thousands of workers were effected, due to which the organization decided to launch a program so as to update the skills of the workers for the constellation program. Moreover, the organization faced the knowledge gap, whereby it was decided that the employees who were lacking the critical skills needs to be laid off. Moreover, it was governed by several congressional agencies and government, which banned the layoff of the employees of the space agency.
